The Whole Truth is that despite Small organisations suffering from the "40%" cuts in public spending - We need to get behind these companies and support them as a collective rather then allowing them to drop out of the way and be forgotten quicker then how I forget my way home after a heavy night out. Investments need to be made now by the 'public' in securing the future of small Organisations. Its a shame though, because we all know that people are not prepared to help out.
More effort also needs to be made companies dont buy products which are minimally used - instead thinking of using van rental companies over say using there own fleet.
Green taxes put the emphasis on individual and organisational action to reduce their impact on the environment. In addition, there is increasing pressure from funders and the public for organisations to be environmentally sustainable and responsible.
It seems clear to me that despite 'emphasis being put on individuals' it really is companies responsibility to ensure that savings are made so green taxes could be paid. At present people seem to not have a great deal of money just left around to be taxed on another tax...

The most obvious in-equality between areas is when the wages are so high and the living costs are so low and vice versa. Savings can be made by people and they can then retire to the more expensive living cost wise places, whereas the people in areas where living costs are high and wages are low cannot...
I think the real problem is down to in a seemingly overwhelming amount of places the ratio of wages to living costs. Especially in the area I grew up in and still live, the facts are that at least half of any prospective young person's will have to pay fairly high rent
I personally pay 110 Pounds a MONTH
for Council Tax on a Small 1 Bed
roomed Basement Flat who I rent off
the landlord who lives above. Seems
slightly Ironic that despite not
earning 'Bad' money I simply cannot
afford to put any money into savings and try for a first time buyer mortgage as simply I cannot afford to save any money.
More emphasis needs to be put on wages being higher so consumers do not have to rely on 'Nightmares' such as Credit Cards etc...
Public services are bad - lets be
honest - In the UK especially where I
live is awful - you wait an extremely
long time for any form of service...
The Fare is high and the distances
covered for the fare are short, what
this leads to is people owning
vehicles due to the unreliability of
the service and the ease that a car
brings - I would be open for ideas
such as this great idea

As you said Regarding "Greater accountability of organisations to individuals and citizens." Does this mean that when a bus driver is frankly rude then the organisation is fined or something?
I am interested to see whether mobile broadband is included in this? I do see a lot of people coming out of say, Carphone warehouse with the netbooks and pay as you go deals? Its good what The government are recently doing - Non Digitised You are Missing Out!

Funders need to make investments which are fair and not biased - so often I see organisations funding schemes which frankly are pointless!
