Ravinder hasn't given a description of themselves yet.Only two months late the LSC have published the draft consulation document. Consultation closes on 23 January 2009. The good news is that it proposes that consortia an partnerships can bid for contracts without needing to form a single legal entity. However there is very little detail on what the LSC means by partnerships bidding together.
In terms of bringing contestability to tenders for CLACs and CLANs, the commissioners have not taken no account the Solicitors Regulatory requirements which do not allow a NPF oranisation to form a single legal entity wth a solicitors firm.
There is also a lack of an even playing field in that most NFP organisations do not have sufficient free reserves to allow for payment of services to be paid in arrears and cannot bid for contracts as loss leaders in order to gain a foothold that many commercial organistions are able to do.
