HBMC is a strategy and change consultancy working with the third sector organisations and their partners since 1991. HBMC is particularly interested in more emergent strategy to help third sector organisations manage the recession and position well for the upturn. Hilary was previously a charity chief executive and senior manager in Local Government. He is an experienced charity trustee and was co-author of Strategies for Success (NCVO Publications). Hilary is also the Head of the Strategy & Change Practice for the Centre for Charity Effectiveness at Cass Business School, City University, where he is a Senior Visiting Fellow.

HBMC has undertaken two recent strategic reviews which may be of interest to Foresight members. The first was of Anti Bullying Alliance, a cross sectorall aliance of 65 mainly national organisations. The second was of Play England, including looking ahead to the post 2011 period after the end of present Comprehensive Spending Review period. Both have involved significant contact with Government and its agencies, Local Authorities and the third sector.
